Continue the bylaws churn

Kinda a dupe of #89 but idc

The bylaws exist! at ​https://git.devhack.net/m/bylaws/ (forked from ​https://git.devhack.net/a/bylaws/). but they need some work.

Specifically, what needs to be done is:

• Copy-paste semantically related sections in bite-sized snippets to general chat, members-only chat, to your friends, wherever else.
• Collate folks' comments/ideas/suggestions into bite-sized tickets on the repository.

If you so desire you can actually try to update the bylaws themselves, but that seems like a burn-outable effort. The important part is going through them and taking notes, because they are not in a place where we're ready to formalize them.

This is a marathon, not a sprint. keep at it, do it slowly, keep people engaged, take care of yourself.
