Matrix bot feature parity

Description
Matrix bot can control doors, but there are a few other features that the telegram bot can do that matrix cannot.
- various notification commands (bork, open the back door)
- is anyone in the space (this should really be hooked in to spaceapi, see https://bugs.devhack.net/ticket/162)
