Signal bridge is sending but not receiving messages to Telegram and Matrix per PostalDog and cas.

I think this tends to have to do with matrix bot perms? Being able to add users?

I think this is specific to individual Signal users getting broken sessions with the bridge. Not sure why. All reports have been very limited in info and tend to fix themselves before I can look much. Maybe something to raise with the bridge people.

I futzed with general room perms a bit, see if that helps? We can up the bot permission level I just lowered it to prevent the bot from messing with room settings/description or whatever

*maybe* what is happening: Bridge bot doesn't have invite permissions for new user in the signal chat so when they talk there's no user on the matrix side to speak for them.
