Member-only image drop box

Description
We should have something similar to [owo.whats-th.is], which is a member-only image drop site that lets you upload images for sharing around. This will be useful for archiving images in multiple places, such as:
- News feed (https://bugs.devhack.net/ticket/750)
- Wiki images
- Maybe hedgedocs?
- Discord/Matrix/etc.
- Avatar uploading
Essentially, we'll have our own image/file CDN with auto image compression.
Possible software solution: https://git.asonix.dog/asonix/pict-rs + custom lightweight frontend.

Let's only do this once the S3 situation has been settled. Hopefully with Kubernetes + Rook Ceph + (Minio S3 + Ceph RBD/Block Device).
