LiberaForms - Let's self-host our forms

This'll be useful for events and such. Unfortunately, this is more of a "watch this repo" situation and "maybe we can revisit this in two years" ticket for the reasons below.

Current Adoption Blockers

• Limited Docker support - need to build it from upstream repo. Not a hard blocker, but it's going to be ~2h of time to set up a Git submodule with dependency updates and a separate Forgejo Actions build.
• No SSO/OIDC support
